Rule Change Recommendation Short Title

Cast net must be in immediate control of the angler. Mesh size limited to 1 inch maximum, no larger than 10 feet in diameter. Angler must have retrieval cord in their hand at all times when the cast net is deployed. Explanation Allow recreational fishers to catch their own live bait for use while fishing for tuna offshore. Current rules prohibit the use of a cast net. The effort would be limited to Marine areas 1-4, Willapa Bay and Grays Harbor. Maintain daily limit of 10 pounds for herring and smelt species. KNOBBS, KENNETH D September 21, 2012 SILVERDALE, WA Comments: I agree with the proposed changes of this rule proposal with the exception of the cast net size.
I think a maximum diameter of the cast net should be 14 feet as you will be generally fishing in the open ocean and a smaller net generally would be much less successful.
The cast net retrieval cord should have a maximum length of 100 feet.
There should be no restrictions related to the hours of the day when cast nets can be used as generally commercial fishing for anchovies is done in lowlight hours of the day and I see no reason to restrict recreational to a different set of rules.

We have to pay $50 per 10 pounds for them at WP. I know that some guys would like to catch their own and save a few bucks. Currently we are limited to purchase of bait through a very limited number of suppliers or suppliers who can be very inconsistent providers of bait. This will allow us to be more independent and also catch enough bait when fishing out of ports like La Push and Neah Bay that currently don't have bait. There are very few places to get live bait and you are limited to what they have on hand. Gives the opportunity to get your own and save what could be over a 50 mile road trip just to get bait. Also may increase business at the smaller harbors that get passed up because of the fact there is no live bait available. fisherman will continue to use the same bait fish, harvested from the same region, the only difference is in the method used to fill the bait tank.
Besides recreational fisheries consumption of anchovy and sardines is the tiniest fraction compared to commercial fisheries.
Impact on the biomass should be negligible. HYDE, MIKE January 19, 2013 SEATTLE, WA Comments: I support this proposal. Anchovies and sardines exist in high abundance in the coastal areas. The potential sport catch of these species is extremely limited. There does not appear to be any compelling reason to exclude a gear type that can efficiently harvest limited amounts. I regularly jig anchovies with sabuki rigs and although it can be moderately effective, it takes forever to get enough to make it worthwhile. There does not appear to be a likelihood that the use of cast nets in the ocean marine areas would create any resource abuse or enforcement issues. These fish are not close to being endangered or overfished nor will they ever be. Limiting the per person catch poundage can actually effect fishing and revenue derived for other species for which this fish are used as bait. Stay focused in areas of regulation changes that actually make a difference in the quality and quantity of fish that are in need of regulation and enhancements of the anglers experience. Since I and all anglers pay your salary and fund your projects this in my/our need and request. There are several proposed regulation change on the current list that make me question why would I purchase a WA angling license now or in the foreseeable future. I know many current anglers feel the same. The MA 4B closure didn't pass and it looks like a way to shut it down piece by piece. This is unfair to the recreational fishers and family and also to the economy of Neah Bay.

#65 Cabezon size limit- No- Marine area 4 has a lot of cabezon yet. Remove area 4 from size limit. Seems to be a push to shut down Neah Bay again little by little. Cabezon are a by-catch fish as they are custacean eaters and never will be a targetted fish as they do not commonly bite fishing lures. They are an occasional catch. Data cannot be used to show 20-30 rockfish caught for each lingcod/cabezon.
#66 4A Fish protection-No-85% is already under closure and protection. This is a closure on the small boat fishery. Recreational fishing for albacore tuna is an emerging activity for which live bait is a proven methodology. Unfortunately, live bait in the form of anchovies or sardines is not consistently available to WA fishermen and, when available, is expensive.
Approval of this rule change will allow recreational fishermen to catch their own bait in small quantities at minimal expense. I can't think of any good reason to not allow this to pass. There is no damage to the resource, since it is plentiful and will be used by the fisher.
