Lead Entity Operational Grants Overview

The Lead Entity Habitat Work Schedule system is the mapping and project tracking tool that allows Lead Entities to share their habitat protection and restoration projects with the public.
The purpose of the HWS system is to help put restoration actions on the ground. By mapping projects, linking them to each other and recovery goals, and making it all available on the web, the HWS system makes salmon recovery more accessible to partners, potential funders, and the public. |
Description
Lead
Entities were established in 1998 by the Washington State Legislature
(RCW 77.85) for the purpose of salmon recovery.
Operational funding is provided by the Recreation Conservation Office (RCO) as pass-through federal funding and administered
by Washington Department of Fish and Wildlife (WDFW) to each of 27
lead entity organizations.
Lead Entity Operational Grant monies are used by lead entities to
fund administrative and organizational responsibilities associated
with salmon recovery. Such responsibilities include maintaining a lead entity organization, facilitating meetings, soliciting project proposals, creating
a habitat project list for submission to the Salmon Recovery Funding
Board (SRFB), creating and maintaining a habitat work schedule, and
updating habitat restoration and protection strategies.
Eligible Grant
Recipients
Lead Entity Operational Grants are non-competitive awards.
Grantees must be a non-profit, tribe, or local government,
and must be designated as a lead entity through letter or resolution
by all the governmental entities in the affected geographic area.
Eligible Project
Types
Grant funds are used for administrative activities related
to the local lead entity process for salmon recovery. See the Habitat Work Schedule for detailed information on Lead Entity projects throughout the state.
Grant Evaluation
Process
The lead entity operational grant process is not a competitive
award process. Original grants (2000) were awarded
based on 1) physical size, number of engaged salmon habitat interests
and significance of the lead entity geographic area, 2) status and
importance of salmonid fish stocks, and 3) how the lead entity operations
monies were to be used.

Operational
grant contracts are issued at the beginning of every state biennium.
Funding/Evaluation
Results
All lead entity organizations receive operational grant
funding in the amount of $14,000 to $80,000 annually.
Revenue Source
Funding
for the lead entity program is through an interagency contract
with RCO. Fifty percent of funding for Lead
Entity Operational Grants is provided through a federal funding source.
The remaining fifty percent of the revenue comes from the Washington
State Legislature. The total amount available authorized by the legislature each biennium is $3.25
million. |
