No. Points are reduced (to zero) only when you are drawn for a permit.
If you do not want to be drawn this year, but you want to continue to build points, purchase your application and then use one of the following special hunt choice numbers when submitting the application. To accrue your point, you must purchase and submit your application before the deadline posted on the Department's website and/or noted in the current big game seasons and regulations pamphlet.

2999 - Elk
3999 - Turkey
5999 - Bighorn Sheep
6999 - Mountain Goat
7999 - Black Bear
8999 - Moose
9999 - Cougar
