Why did WDFW change the Special Permit system?

We changed the Special Permit system in 2010 to meet several goals.

Providing revenue to expand the Private Lands hunter access program was the main goal. Creating a system that offers more options for hunters was another goal.

Lastly, hunters stated their dissatisfaction with the previous system. For example, many hunters we surveyed said they would like to apply for antlerless permits, but did not want to risk losing points they saved for popular buck or bull permits.
