The Washington Department of Fish and Wildlife (WDFW) made changes to the way random drawings are conducted for Special Permits beginning with the 2010 Special Permit drawings. There were several objectives to changing the way that the permit system application process was conducted.
The primary objective was to provide revenue to expand the hunter access program on private lands. Another objective was to create a permit application program that provides greater options for hunters. Lastly, because of the conditions and restrictions associated with various hunt choices, hunters expressed their dissatisfaction with the way the previous system worked. For example, many hunters we surveyed said they would like to apply for antlerless permits, but didn’t want to lose the points they were saving for popular buck and bull permits.
