No. You do not have to harvest in the general season or during your other deer Special Permit hunt prior to participating and hopefully harvesting during your Second Deer Special Permit season. You do not have to harvest your deer in any particular order.
If you are not able to harvest prior to your Second Deer Special Permit hunt, but are then able to harvest during that Second Deer season, you can still hunt an available general season or your other deer Special Permit(s) season to fill your first deer tag.
Please keep in mind that a second deer tag must be purchased to participate in the Second Deer Special Permit hunt and only the second tag can be used for the second deer hunt. The second deer tag must also be the same weapon choice as your first tag (unless you have a Multiple Season tag). Please note that the cost for a second deer tag is more expensive than your general season deer license and tag.
