Are all Department of Natural Resource roads open to public access?

In many cases, a state agency such as the Department of Natural Resources (DNR) may have management easements across private land, as opposed to public easements. In such situations, the right-of-way is not a publicly maintained road but a private road, and it cannot be used to access public land that lies beyond. It can be gated and posted by the landowner to no trespassing.
On occasion, fire closures and closures due to active logging operations may occur.
