DESCRIPTION OF INCIDENT
ON 04-15-11 AT APPROXIMATELY 0745 HOURS I RECEIVED A PHONE CALL AT MY RESIDENCE FROM THE WASHINGTON STATE PATROL DISPATCH. THE DISPATCHER ADVISED ME OF A REPORT OF A COUGAR INSIDE A HOME THAT WAS UNDER CONSTRUCTION AT 300 SOARING HAWK STREET IN RICHLAND. THE DISPATCHER PROVIDED THE IDENTIFICATION OF THE REPORTING PARTY. I CONTACTED THE R/P AND WAS ADVISED THAT A HEATING AND COOLER CONTRACTOR HAD WALKED INTO THE FRAMED HOUSE TO START WORK AND FOUND THE COUGAR INSIDE. THE R/P STATED THE COUGAR WAS STILL IN THE HOUSE AND WAS LYING UNDERNEATH THE STAIRWELL. I ARRIVED ON SCENE AT APPROXIMATELY 0818 HOURS. I SPOKE WITH THE HEATING AND COOLING CONTRACTOR, WHO TOLD ME THE COUGAR WAS LYING ON THE CEMENT FLOOR. HE SAID AS THE COUGAR HEARD HIM WALKING DOWN THE STAIRS, THE COUGAR STOOD UP, TURNED AROUND AND LOOKED AT HIM. I WALKED INTO THE HOUSE AND LOOKED UNDER THE STAIRWELL USING MY FLASHLIGHT. I COULD SEE A FULL GROWN COUGAR CROUCHED DOWN LOOKING AT ME. ONCE I VERIFIED IT WAS A COUGAR, I CALLED SERGEANT GRANT AND ADVISED HIM OF THE SITUATION. I ALSO CALLED RICH BEAUSOLEIL, THE WDFW BEAR AND COUGAR SPECIALIST. SERGEANT GRANT, RICH AND I ALL AGREED THE BEST COURSE OF ACTION WAS TO EUTHANIZE THE COUGAR. THERE WERE NO DOORS ON THE HOUSE AND THE CLOSE PROXIMITY OF OTHER RESIDENCES/NEIGHBORHOODS WOULD NOT ALLOW FOR A CAPTURE AND RELOCATION. I CALLED SECOMM AND REQUESTED CONTACT WITH THE RICHLAND POLICE DEPARTMENT ON-DUTY SUPERVISOR. SEVERAL MINUTES LATER I SPOKE WITH SGT SMITH, RICHLAND PD. I ADVISED HIM OF THE SITUATION AND REQUESTED THEIR ASSISTANCE IN DISPATCHING THE ANIMAL. AT APPROXIMATELY 0915 HOURS, SGT SMITH, CORPORAL TROSKEY AND I ENTERED THE HOUSE AND SHOT THE COUGAR. I FIRED ONE SLUG FROM MY 12 GAUGE SHOTGUN. THE TWO RICHLAND OFFICERS FIRED A TOTAL OF FIVE ROUNDS FROM THEIR AR-15 RIFLES. THE TWO RICHLAND OFFICERS ASSISTED ME IN REMOVING THE COUGAR AND LOADING IT INTO MY PATROL VEHICLE. I LEFT THE RESIDENCE AT APPROXIMATELY 0930 HOURS. THE COUGAR WAS TAKEN TO TIMBER TIGER TAXIDERMY IN WARDEN TO BE SKINNED AND TANNED FOR EDUCATIONAL USE BY WDFW.
