2006-2008 HUNTING SEASON ALTERNATIVES SURVEY

The Department of Fish and Wildlife is asking for your opinions on several hunting regulation alternatives for the upcoming "Three Year Package". The remaining process for developing seasons includes: 1) this survey regarding the alternatives for public comment; 2) public meetings to be held in January 2006; 3) the development of recommendations by WDFW staff in February 2006; and 4) Fish and Wildlife Commission action in April 2006. You will have one more opportunity to comment on the recommendations that the Department makes to the Commission.

Please take a few minutes to complete this survey and select your choices for hunting season alternatives. Please read all of the choices prior to making your selection. In some cases you may select multiple options, other issues only allow a single choice, and some are not multiple choice. In most cases a "no change" option is available, which means status quo from the current regulations. Current regional proposals are also listed under some alternatives. Please provide your comments in the blank space after the listed proposals.

All comments must be received by February 3 to be considered for the final recommendations. Thank you for taking the time to provide your input.


Alternative # 1
Develop ways to improve the odds of drawing mountain goat, bighorn sheep, and moose permits.

A) Increase the cost of the permit application to $10*.
B) Increase the cost of the permit application to $25*.
C) Apply for one hunt choice (rather than four choices per application).
D) Applicant may only apply for a permit for one species; Mt. goat, bighorn or moose, but not all three.
E) No change, $5 application fee for residents with no other restrictions.
* Income will fund special species management.

Alternative # 2
Modify black bear seasons.

A) Change the fall season opener for all black bear hunting to the Tuesday after Labor Day to avoid the heat of August and potential conflicts with other outdoor recreation.
B) Maintain a longer season and hunting opportunity by initiating fall seasons as early in August as feasible without impacting the black bear population.
C) Retain the current seasons with an August 1 opener in the general eastern and western black bear units and the Tuesday after Labor Day in other units.

Alternative # 3
Lengthen the spring turkey season.

A) Begin the turkey season with a youth season on the first weekend in April and run the general season from April 15 to May 31 (two weeks longer than current).
B) No change: the youth season is the weekend prior to April 15 and the general season runs from April 15 to May 15th.

Alternative # 4
Expand fall turkey season opportunity.

A) Add turkey permits for a late November timeframe (outside of modern firearm deer seasons).
B) Increase the fall bag limit to two turkeys in areas with general fall seasons.
C) Allow archers and muzzleloader deer hunters to harvest turkeys during their late season (Nov. 20 - Dec. 15).
D) No change: Sept. 24-30 & Oct. 8-14.

Alternative # 5
Modify eastern Washington pheasant season beginning and ending dates.

A) Run the season from Oct. 1 through Dec. 31.
B) Open the season on the first Saturday in October and run it through the Martin Luther King Junior holiday (Jan. 17, 2006).
C) No change: open the season on the weekend after the deer season opens and run it through Martin Luther King Junior holiday.

Alternative # 6
Extend the western Washington pheasant season closing date to Dec 15.

A) Extend to Dec. 15 for all western Washington pheasant release sites.
B) No change: continue extended season on selected release sites with no waterfowl hunting conflicts.

Alternative # 7
Restrict the use of electronic calls and decoys for hunting.

A) Make the use of all electronic decoys and calls legal for hunting (eliminate existing state regulations).
B) Make the use of electronic decoys and calls illegal for hunting except for hunting of predators.
C) No change: electronic waterfowl decoys and calls illegal; other electronic devices considered on a case-by-case basis.

Alternative # 8 (multiple selections okay on this question)
Consider restricting the use of specific electronic devices.

A) Make the use of electronic turkey decoys and calls illegal for hunting.
B) Make the use of electronic deer decoys and calls illegal for hunting.
C) Neither of these (A or B) should be illegal.
D) Other devices that should be illegal for hunting:

Consider restricting the use of bait for deer.

A) Make baiting deer for the purpose of hunting illegal.

Alternative # 10
Muzzleloader equipment regulations.

A) Allow shotshell (209) and other closed primers and closed ignition systems.
B) Improve "exposed to the elements" rule language pertaining to ignition systems.
C) No change

Alternative # 11
Archery equipment regulations.

A) Delete the arrow weight restriction, allow hunters to choose their preferred arrows.
B) No change: leave it at 6 grains per pound of pull and 300 grain minimum.

Alternative # 12
Mule deer hunting opportunity.

A) Go to permit only for all mule deer hunting.
B) Offer mid-November "any buck" special permits in addition to conservative general season hunts.
C) Consider other opportunities on a unit-by-unit basis, but not the options presented here.

Alternative # 13
Mule deer buck management in open country/private land dominated counties (e.g. Adams, Douglas, Grant, Franklin, etc).

A) Change to permit only hunting.
B) Reduce the number of general season days for all groups (modern, muzzleloader, archery).
C) No change: allow buck ratios to dip below 15 bucks per 100 does after the hunting season.

Alternative # 14
Youth deer hunting opportunity.

A) Add a few days (weekdays) prior to the modern firearm general season opener in select areas.
B) Allow youth hunters to hunt the weekend prior to the modern firearm general season.
C) Add a few days after the modern firearm general season in select areas.
D) No change, select youth opportunity provided during the general deer seasons.

Alternative # 15
Techniques to minimize deer and elk damage on private lands.

A) Provide deer and elk special permits valid for private lands only.
B) Provide second animal, antlerless only permits that require a permission slip from a private landowner.
C) No change.

Alternative # 16
Eliminate the 2-point antler restriction for black-tailed deer.

A) Eliminate all 2-point antler restrictions.
B) Increase the number of GMUs with 2-point restrictions.
C) No change: leave current 2-point GMUs in place.

Region 1 - Alternative # 17
Northeast Washington white-tailed deer season.

A) Change the late buck season to a 3-point antler restriction.
B) No change.

Region 1 - Alternative # 18
Improve white-tailed deer buck ratios in Lincoln, Spokane, and Whitman counties (GMUs 130-142).

A) Close the late general season.
B) Change the late season to permit only.
C) No change.

Region 1 - Alternative # 19
Increase the antlerless white-tailed deer harvest in Northeast Washington.

A) Extend the youth, senior, and disabled antlerless opportunity to the late buck season.
B) Rely on other techniques to increase harvest.

Manage the Malaga damage hunt of the Colockum elk herd to include archery seasons.

A) Provide archery permits in the damage hunt area.
B) No change: the damage permits are allocated to modern firearm hunters and muzzleloaders.

Region 2 - Alternative # 26
Manage the Chelan County GMUs for high mature buck population levels and hunting opportunity.

A) Shorten the modern firearm general season to a nine day season and provide special buck permits in November.
B) No change: maintain current buck ratio levels with a 14-day general season and limited November permits.

Region 2 - Alternative # 27
Buck ratios in Okanogan County have declined since the 14-day season was initiated and need to be improved.

A) Shorten the modern firearm general season to a nine day season and eliminate late permits until ratios improve.
B) Shorten the modern firearm general season to a nine day season and provide limited special buck permits in November until ratios improve.
C) Maintain current 14 day general season and eliminate November permits.

Region 2 - Alternative # 28
Buck ratios in Douglas County are near the objective after the hunting season. However, most bucks with three or more points are taken during the season. Several alternatives are available to improve mature buck survival.

A) Go to permit only for all or most of the GMUs in Douglas County.
B) Go to permit only for a limited number of GMUs.
C) No change: maintain current 9 day general season and low mature buck escapement.

Region 3 - Alternative # 29
Manage the damage hunt around Ellensburg of the Colockum elk herd to include archery seasons.

A) Provide additional archery permits/seasons in the damage hunt areas.
B) No change: the damage is mainly managed through modern firearm hunters.

Region 3 - Alternative # 30

C) No change.

Region 5 - Alternative # 33
Change GMU 588 to an Eastern Washington general deer season.

A) 3-pt antler restriction all users. Late modern hunt opportunities by permit only. Late general archery season.
B) 3-pt antler restriction all users. All late hunt opportunities by permit only.
C) All late hunt opportunities by permit only; no antler restrictions.
D) No change: buck ratios stay at current levels.

Region 5 - Alternative # 34
Improve buck escapement in GMU 578.

A) Change late GMU 578 muzzleloader deer season to permit-only.
B) Eliminate late GMU 578 muzzleloader deer season.
C) Shorten late GMU 578 muzzleloader deer season to 7 days.
D) No change.

Region 5 - Alternative # 35
Eliminate the 2-point antler restriction for black-tailed deer in GMUs 574 & 578.

A) Change 2-pt restriction in GMUs 574 & 578 to "any-buck". Lengthen late modern permit season in GMUs 574 & 578.
B) No change.

Region 5 - Alternative # 36
Currently in GMU 564 is an attractive deer hunting season with limited harvest opportunity, any weapon tag can be used until Dec. 31

A) Delete the special combined weapons late season, each weapon tag hunts their own late season.
B) No change.

Region 5 - Alternative # 37

In cooperation with the department, private timberland owners within GMU 653 have limited elk harvest in the past and now have high mature bull ratios. There may be an opportunity to maintain those ratios if desirable.

A) Roll the private timberlands into the general three-point regulation in GMU 653.
B) Provide permit only branched bull elk hunting in GMU 653.

Region 6 - Alternative # 39
Elk damage resolution in the Chehalis River Basin.

A) Trap and translocate summer resident elk where damage occurs.
B) Fence farms where damage is occurring.
C) WDFW enforcement officers kill summer resident elk and provide meat to charity.

Region 6 - Alternative # 40
