The Commission is a direct link between the citizens of Washington and the Department of Fish and Wildlife. Comments on Department programs and topics of concern are welcome during this portion of the meeting.

8:45 AM 3. Director's Report
The Director will brief the Commission on various items including:
  • 2014 International Hunter Education Instructor of the Year.
9:25 AM 4. Quilcene and Dabob Bay Flatfish Sport Rules - Decision
Department staff will request approval for proposed adjustments to the recreational flatfish fisheries within the Quilcene and Dabob bays.

Joe Shorin, Senior Assistant Attorney General, will brief the Commission on the legal requirements for retention and disclosure of public records.

4:30 PM 10. Executive Session
Pursuant to RCW 42.30.110(1)(i), the Commission will meet in executive session to discuss with legal counsel representing the agency matters relating to agency enforcement actions, or to discuss with legal counsel representing the agency litigation or potential litigation to which the agency, the governing body, or a member acting in an official capacity is, or is likely to become, a party, when public knowledge regarding the discussion is likely to result in an adverse legal or financial consequence to the agency.

The Department will seek Commission action on a Willapa Bay Salmon Management Policy to provide general guidance on management of salmon returning to Willapa Bay and its freshwater tributaries.

10:20 AM 13. Executive Session
Pursuant to RCW 42.30.110(1)(g) To evaluate the qualifications of an applicant for public employment or to review the performance of a public employee. However, subject to RCW 42.30.140(4), discussion by a governing body of salaries, wages, and other conditions of employment to be generally applied within the agency shall occur in a meeting open to the public, and when a governing body elects to take final action hiring, setting the salary of an individual employee or class of employees, or discharging or disciplining an employee, that action shall be taken in a meeting open to the public;
11:20 AM 14. Performance Agreement and Delegation of Authority - Decision
The Director and Commissioners will discuss the proposed Performance Agreement Expectations and Delegation of Authority.
11:40 AM 15. Miscellaneous and Meeting Debrief
The Commission will discuss items that arise immediately before or during the meeting and after the preliminary agenda is published.
