Rule-making status: Permanent

This rule making adopts changes Chapter 220-460 in order to implement amendments to RCW 77.65.615 through ESB 5330 in the 2021 legislative session.

The bill changes the commercial whale watching license structure and exempts Canadian businesses from needing proof of authorization to do business in Washington and exempts Canadian individuals from the residency requirement in RCW 77.65.040. The bill also modifies the fee structure and waives fees for 2021 and 2022.

This rule was proposed under an expedited rule making process that will eliminate the need for the agency to hold public hearings, prepare a small business economic impact statement, or provide responses to the criteria for a significant legislative rule. No objections were received.
